The American Subcontractors Association (ASA) held its annual D.C. Fly-in on June 9th and 10th in Washington D.C. ASA advocates visited our Nation’s Capital to ensure the voices of subcontractors, who make up three-fourths of the construction industry, were heard.
Forty-five ASA advocates participated in an unprecedented 26 Senate meetings and 32 House meetings to push for the passage of two important legislative priorities: Prompt Payment for Change Orders, and Bonding on Public-Private Infrastructure Projects, before the end of the 119th Congress. They also sounded the alarm on workforce issues in the construction industry advocating for workforce development programs and immigration reform.
ASA members participated in several high priority group meetings:
- Sen. Tom Cotton (R-AR)– Members met directly with Senator Cotton to discuss ASA priorities and the recurring issues for subcontractors looking for a dedicated workforce.

- Sen. Kevin Cramer (R-ND)- Members met with key members of the Senator’s staff to discuss his legislation, The Water Infrastructure Subcontractor and Taxpayer Protection Act. ASA supports this legislation which seeks to improve project delivery and reduce risk of default on federally financed water infrastructure projects by requiring surety bonds on contractors working public private projects.
- Sen. Mark Kelly (D-AZ)- Sen. Kelly is the Democrat co-sponsor of the Water Infrastructure Subcontractor and Taxpayer Protection Act. Members had an opportunity to meet staff to reiterate their support of this legislation which requires surety bonds for federally funded water infrastructure projects.
- House Small Business Committee minority and majority staff- Members engaged senior staff for both the minority and majority on federal procurement issues, and more specifically the Small Business Payment for Performance Act.
- House Judiciary Committee Members – Members met with several House Judiciary Committee members who have jurisdiction over various immigration reform issues including employment-based visa availability and H2B visa caps. ASA advocates shared their need for a strong workforce and opportunities to alleviate some of these issues utilizing existing immigration-based programs.

- Rep. Mark Alford (R-MO)-Members met directly with Rep. Alford as a key member of the House Small Business Committee to share federal procurement priorities and workforce issues in the construction industry.
- Rep. Pete Stauber (R-MN)– Members met with Rep. Stauber who is the sponsor of the Small Business Payment for Performance Act which mandates quick payment for contractors following change orders. Rep. Stauber is also Co-chair of the Congressional Construction Procurement Caucus, and we are grateful for his time and continued advocacy of our issues.
- Rep. Hillary Scholten (D-MI)- Members met with Rep. Scholten’s staff to discuss ASA’s legislative priorities and other small business issues. Rep. Scholten is the democratic Co-chair of the Congressional Construction Procurement Caucus, and we appreciate her advocacy.
- Rep. Bost (R-IL)- ASA members met with Rep. Bost’s staff to discuss bonding issues. Rep. Bost is the sponsor of the P3 legislation requiring bonding for federally funded public private partnership projects. We appreciate Rep. Bost’s continued efforts to amend the Water Infrastructure Finance and Innovation Act with this legislation.

A full day of advocacy for ASA members from across the country
In addition to our Hill advocacy efforts, ASA members enjoyed an intimate audience with four Members of Congress at our Capitol Hill Reception at the Monocle. This unique opportunity allowed ASA members to hear directly from Congress about their advocacy efforts. Rep. Pete Stauber (R-MN), Rep. Brian Fitzpatrick (R-PA), Rep. Rob Bresnahan (R-PA), and Rep. Donald Norcross (D-NJ) made time in between votes to speak to our issues and share their vision for our industry.
Our Voices Were Heard
ASA’s Capitol Hill Fly-In provides a valuable opportunity for members to meet directly with lawmakers and key congressional staff to discuss the issues that matter most to our industry. While ASA’s government relations team works year-round to advance these priorities, the perspectives and experiences of our members bring unmatched credibility and impact to our advocacy efforts. ASA 2026 Legislative Priorities
Change Orders – We support the Small Business Payment for Performance Act of 2025, which would require prompt payment to contractors for change orders. The federal government must do more to address enforcement of prompt payment to subcontractors and suppliers.
P3 Bonding Requirements – We support the Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 (H.R. 1285 / S. 570), which seeks to affirm that existing payment and performance security requirements extend to infrastructure projects financed through the Water Infrastructure Finance and Innovation Act (WIFIA), including Public-Private Partnerships (P3s).
College Apprenticeships – We support the College Apprenticeship Act (H.R. 4588/S. 2028), which creates apprenticeship programs that count toward a college degree, and it provides a framework for college-credit recognition for apprenticeship programs, making it easier for students to transition between education and the workforce.
Supporting Workforce Development – Workforce development remains a priority, with the ASA supporting apprenticeship funding opportunities and opposing the misclassification of workers as independent contractors. Strengthening the workforce is essential for the growth and sustainability of the construction industry.
Encouraging Construction Procurement Reform – Lastly, the ASA supports the House Construction Procurement Caucus, focusing on improving construction procurement policies. This caucus serves as a platform for addressing issues that affect the construction industry and ensuring that procurement practices are equitable and efficient.
